Imagine your driving and suddenly get pulled over by a cop. He smells marijuana and even finds a small amount in your vehicle. The cop has two choices. He could arrest you and take you in. Or he can give you a citation to appear in court. And avoid being taken to jail.
What are the chances of you going to jail if you come from a rich family? Or your the son or daughter of an elected official (aka Aaron Pena)? The chances of you going to jail and embarrassing your family are pretty small.
Can you say the same if let's say you come from a middle class family? NO! You think they would let you go if you are Mexican? NO! You think they would let you go if you were black? NO!
This law only serves certain people. And if your not one of them. Then it's off to jail.
