Interim Manager J.J Rodriguez On The Sewer Problem On Canton & Sugar Rd

I am writing to you at the request of Council member Gus Garcia to provide some details on the sewer back up at the intersection of Sugar Rd. and Canton Rd. This situation seems to involve several factors that when combined result in the spill that occurs at that location.



One factor is the limited capacity at the sanitary sewer plant which results in too much volume being generated and not having a way to accept the flow into the plant. This was just addressed within the last couple of weeks by way of a plant expansion that was completed. We are still adjusting the operation of the plant to be as efficient as possible.



Another factor is that, in all likelihood, there is debris in that line which is a major trunk line serving southwest Edinburg. Now that levels will be lower, as a result of the previously mentioned expansion, it will be possible to televise that line and remove all the debris to be found. This will allow all the flow to proceed without any impediments along the way.



A third factor is the possibility that there may be “infiltration” on that line. By “infiltration”, I mean that somehow rain water is getting into the system. The City’s Utility Dept. has been investigating this situation every time it rains. It could be a situation where a developer may have connected a storm drainage system of a subdivision into a sanitary sewer manhole or something of the like.



I can assure you, as Council member Garcia has indicated to you, that we are doing everything to address this once and for all. I am hopeful that we will be able to do this shortly.



By the way, the meeting Council member Garcia is referring to is scheduled for Monday, August 6th. The public is invited to attend so they can address and find a solution to the problem.
